By the 1970s, the aging ÖBB 4030 EMUs struggled to meet the demands of Austria's growing commuter network. The ÖBB 4020 was designed to provide a better experience, offering increased speed and comfort. Built by a consortium of Austrian engineering giants including Simmering-Graz-Pauker and Siemens, the ÖBB 4020 entered service in 1978, quickly becoming a backbone of the Vienna S-Bahn, the Lower Inn Valley Railway, the Semmeringbahn, and the Mittenwaldbahn.

With a top speed of 120 km/h and improved braking, the ÖBB 4020 EMUs provided faster and more efficient service. Each unit could comfortably seat 184 passengers, with even more standing room. During peak hours, multiple units were coupled together to maximize capacity. This reliable workhorse remained in service well into the 21st century, even after the introduction of newer models.
