The VP value varies for each side, reflecting the strategic importance of different seas. At the end of each turn, the leading side banks its VP balance, contributing to their overall score. The ultimate goal is to achieve a positive VP balance at the end of the scenario.
Game Phases: Experience a consistent sequence of phases each turn, with exceptions for unique events like the surprise attack phase of December 1941 in FC Pacific. The phases include:
- Reinforcement Arrival/Removal: Receive reinforcements in friendly ports or remove units as required by date/turn.
- Patrol Movement: Deploy patrols to control vital sea areas.
- Land-Based Aircraft Placement: Position land-based aircraft to control sea zones (limited to allowed seas and alternating turns).
- Amphibious Unit Movement: Strategically move amphibious units for base assaults.

- Screening Ships: Some ships are protected by screens and cannot be targeted in surface battles unless engaged (this restriction doesn't apply to air combat).

- Damage and Destruction: Ships and planes suffer disable results or damage points. Excessive damage leads to sinking. Ships in port (via air raids) can take double damage before sinking but remain on the bottom if damage exceeds protection and can't move.
- Pursuit: Non-retreating opponents can pursue retreating units if their speeds allow.
- Retreat Destinations: Retreats are made toward bases in the same area or the closest major port.
- Post-Battle Air Raids: Victorious sides with aircraft carriers can launch two rounds of air raids on bases adjacent to the sea area.
- Submarine Warfare: If present, one submarine per side can fire once during the battle, then will return to base.
Movement of Ships: Ship movement depends on mission (patrol or raid) and speed. Patrolling ships can move to adjacent sea areas and possibly one further, depending on speed tests (admirals provide bonuses). Raiding ships can move up to two sea zones without tests but must pass speed checks for the third. Crossing through enemy-controlled sea areas is forbidden.
Movement of Land-Based Planes: Land-based planes are 'placed' into sea areas adjacent to friendly bases or ports from the plane pool. They cannot be placed in areas without friendly bases. Each side alternates placing one plane until they run out. These planes can control sea areas. If the plane loses all bases adjacent to the sea where the battle takes place, the plane immediately returns to the plane pool.
Control of the Seas: Control is determined only by patrolling ships and land-based planes currently at sea. Raiding ships return to port before control checks. The side controlling a sea area earns VP based on its strategic importance.
Capture of Bases and Ports: Capture enemy bases or ports. Bases can be captured by amphibious assault or isolation. Ports can only be captured via isolation. Isolation occurs when all adjacent seas are under enemy control for two consecutive turns.
Repair of Ships: The ships can be repaired according to the game’s scale and duration, and depending on the port where the ships end the turn. Each port has a different allocation of repairs and each point of same removes one point of damage on the ships in that port. Unused repairs are lost. Planes and Marines are usually repaired for free.
Reinforcements: Reinforcements arrive at specified ports at the start of each turn. Alternate ports are selected if the designated port is unavailable or unfriendly. Some ships may be removed to other theaters of operations. Lost ships may be replaced with equivalent vessels if specified. Destroyed land-based planes and Marines may automatically return to play in the pool based on the scenario.
Marines and Other Land Forces: They are used to capture enemy bases or defend your own. They have their own movement phase and can move up to two sea areas Marines can opt for landing or amphibious assault at the end of any battle round they have survived. When assaulting, Marines automatically capture undefended enemy bases and are destroyed in the process. Marines cannot assault enemy ports.
